赵煦风，北京大学经济学院财政学博士生，主要研究领域为地方政府财政，最优税收理论和地区间转移支付等。目前已在国内外期刊发表论文2篇，在审论文2篇（《经济研究》和《世界经济文汇》，其中《经济研究》正在第二轮审稿中，《世界经济文汇》拟录用），正在投稿英文论文1篇，另有工作论文1篇，在研论文1篇。多次参与财政部、北京市等纵向课题研究，部分政策建议已转化为政策文件。目前为国家社科重大项目《促进高质量发展的中国税制结构构优化与改革研究》参与人，申请标书主要撰写人之一。

活动简介：

We study the optimal transfer policy schedule when there exist public goods externalities and asymmetric information between central and local government. By extending the basic variation approach to a more general case with externalities and asymmetric information, we find that elasticities, hazard rate, the social welfare weights representing the inter-regional public insurance, and externalities jointly affect the optimal transfer policy. We shed light on the impact of externalities on regional governments' public goods expenditure, utility, information compatibility, and central government's revenue. To better understand the optimal transfer schedule, we solve our theoretical model numerically based on the novel county-level financial data of China 2019. We find that the optimal transfer schedule displays an inverted U-shaped pattern. Moreover, we find that there will be a significant welfare gain, i.e., realistic consumption per capita increases by 0.25-0.6%, when shifting the current Chinese transfer system to the optimal one.
