Professor Huang Haijun in Beihang University: Congestion Pricing: from Theory to Practice

On 18th, April, Professor Huang Haijun of Beihang University gave a lecture titled Congestion Pricing: from Theory to Practice in Room 135, School of Management. Associate dean of the School Lu Yaobin hosted the lecture. Professor Yang Hai of Hong Kong University of Science and Technology, Professor Liu Zhixue, Deng Shiming and Tan Zhijia of the School made the presence.
Huang first illustrated the feasibility of road congestion charge from the perspective of theory and listed a number of reasons. He also pointed out that the model and theory hadn’t implemented in China while successfully practiced in USA, Britain, Singapore and Norway. Related reasons were analyzed later.

Brief Introduction of Huang Haijun
Huang Haijun, male, graduated from Aviation School of Nanjing University of Aeronautics and Astronautics in 1984, and got the bachelor degree in Beijing University of Aeronautics and Astronautics. In 1995, he became a professor of Beihang SEM Generalized the marginal cost pricing theory of the crowded road to apply to the network with general structure, and deeply analyzed the effect of disparate benefit that charges bring to different groups of people, and solved problems in realizing anonymous charging in the traffic networks with multi-rules; established the combined model based on the behaviors of active time-varying trip and parking; developed new dynamic traffic distribution model and calculation methods; put up the competitive model with the existence of both buses and private cars in the network and the model of balanced riding choice; and expand the traffic flowing dynamic theory of the dual-lane.
